Françoise Bertrand, Via Rail Board Chair

Françoise Bertrand holds a degree in sociology from the Université de Montréal and a master’s degree in environmental studies from York University in Toronto.

From 1980 to 1988, she pursued a career as a high-level manager at the Université du Québec à Montréal, where she held various positions, including that of dean of resource management.

She then became President and CEO of the Société de radio-télévision du Québec – now known as Télé-Québec – where she was responsible for refocusing the mission of the organization, which, thanks to programming that combined quality and financial performance, has since played a leading role in the Quebec media landscape.

As president and CEO of Télé-Québec, she became the first female head of a television network in North America, redirecting its educational and cultural programming to reflect the realities of Quebec society. She also blazed a trail as the first woman to serve as chair of the Canadian Radio-television and Telecommunications Commission (CRTC), notably opening telephone service to competition.

She was also the President and CEO of the Fédération des chambres de commerce du Québec (FCCQ), the largest network of business people and companies in Quebec, which, thanks to a vast network of more than 150 chambers of commerce, represents 60,000 companies and 100,000 business people operating in all sectors of the economy throughout Quebec.

Throughout her career, Françoise Bertrand has sat on numerous boards of directors for various organizations. She is currently Chair of the Board of Directors of Quebecor Inc. and a member of the Commission de la santé et sécurité au travail (CSST) and FIDEC. She is also a member of the Ordre des administrateurs agréés and a graduate of the 8th Directors’ Professional Development Program. In addition, she supports numerous causes such as the OSM and the IRCM.

Françoise Bertrand is the recipient of numerous awards and distinctions, including the insignia of Chevalier de la Légion d’honneur received in France in 2001. In 2007, she was named to the prestigious Canada’s Most Powerful Women: Top 100 by the Women’s Executive Network (WXN), which recognizes her as one of the country’s most influential women. In 2008, she received the highest distinction awarded by the Government of Quebec: the insignia of Knight of the National Order of Quebec (ONQ)

Presently, Ms. Bertrand holds the position of Chairman at VIA Rail Canada, Inc. Ms. Bertrand is also on the board of Concordia University and Proaction International, Inc.
